Customs forms are required on all international items send through the USPS if the weight of the item exceeds one pound or if the contents are anything but paper, use the small form (PS Form 2976). Both the green and white parts must be completed and remain attached to the mail piece. If the item is over four pounds or has a value exceeding $400, use the large form with the plastic sleeve (PS Form 2976A).
If the item is being sent through a private carrier, such as UPS or FedEx, any item with a commercial resale value will require the sender complete a commercial invoice. Documents shipments of 8 ounces or less usually do not require any additional documentation.
